Three COVID-19 bills have now been enacted. The entire policy impact of these three packages, spending, and tax policy is at least $2.4 trillion minus $700 billion of tax cuts, $340 billion of appropriations, $800 billion of business loans, and $200 billion of unemployment. This is the largest legislative response to an economic recession in US history. The size of the legislation is about 10 percent of GDP.
